In its Security Scenarios Around the War in Ukraine for 2024-25 GLOBSEC projected that superiority on the battlefield in next two years will be defined by technological capacity of the conflicting sides. Ukraine’s and Russia’s potential in unmanned systems was rated among the top ten driving factors to shift among scenarios. In June 2024 the President of Ukraine signed the Decree on establishing the Unmanned Forces of Ukraine as part of the Armed Forces of Ukraine (AFU). Ukraine miltech in unmanned systems is being developed on a governmental platform Brave One, which is a joint framework of the General Staff of AFU, the Ministry of Digital Transformation, the Ministry of Defence, and the Ministry of Strategic Industries. Amidst this warfare technological competition between Ukraine and Russia, ever closer cooperation between Ukraine and its allies, as well as joint strategic planning of drone fleet’s deployment becomes essential. The Defence Community strives for “battlefield R&D”, which they would have had to spend tens of millions on in controlled conditions, but the right platform for knowledge sharing doesn’t exist yet.
