Measures and policies to combat and build resilience to foreign information manipulation interference, or FIMI, have been at the centre of many discussions across the Transatlantic space, especially since the full-scale invasion of Ukraine. Other forms of subversive efforts, however, have been equally utilised to undermine democratic processes and security for years. These include cyber-attacks, sabotage against critical infrastructure, transnational repression targeting individuals or political corruption, belonging to the set of hybrid threats. While FIMI response frameworks and toolkits for collective response are yielding results, collective frameworks and toolkits to address broader set of hybrid threats have, so far, not been implemented into widescale practice, despite strong research and analytical background already developed by international organisations and selected governments. This roundtable aims to gather key experts and practitioners from different fields targeted by hybrid attacks and explore possibilities of practical toolkits and enhanced cooperation on national and international level.
