Hybrid Policy Officer, NATO

Judit Keczer is a Hybrid Policy Officer in the Cyber and Hybrid Policy Section at NATO Headquarters in Brussels. In this role, she supports the development of policies and initiatives for countering hybrid threats. She also liaises between NATO and other international organizations on hybrid issues. Prior to joining NATO as a Voluntary National Contribution, she worked as a policy officer in the Ministry of Defence of Hungary. She was covering emerging security challenges and her duties included monitoring the work of the EU and NATO with a special focus on cyber, hybrid and outer space issues.

She holds master`s degrees in International Security and Defence Policy and in International Public Administration from the Ludovika University of Public Service. She is also currently working on her thesis on outer space geopolitics at a Cyber Security master course in the Ludovika University of Public Service.
