Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalisation

Deputy Minister Chernohorenko has practiced law for over 15 years.  

Since the inception of the Ministry of Digital Transformation of Ukraine, she has been an integral part of the reform team, spearheading the launch of next-generation electronic services such as eBaby for the parents of newborn children, electronic hospital services, and the COVID certificate within the Diia platform.  

She also initiated and led the Army of Drones project, which has played a crucial role in advancing the UAV field in Ukraine. In autumn 2023, she assumed the position of Deputy Minister of Defence of Ukraine for Digital Transformations, Digital Development, and Digitalisation.  

During her time as Deputy Minister, Army+ and Reserve+ services were launched. Army+ is an innovative platform that replaced thousands of paper requests with a streamlined digital system, enabling service personnel to submit requests for leave, medical services requests, and so on, online. The Reserve+ app allows potential conscripts to update their personal information digitally, which saved time and allowed for more transparency for over 3,2 million people.  

Ms. Chernohorenko’s areas of responsibility at the Ministry include digital services for military personnel and conscripts, combat and non-combat digital systems, and innovations.
